NOTICE OF
SPECIAL TOWN MEETING

 

Notice is hereby given that the Selectmen will hold a Special Town Meeting at the Brooksville Public Service Building in the main meeting room on Thursday, July 22, 2021 at 7:00PM, to vote on  the following proposed project at 738 Coastal Rd Betsy Cove Landing, Map 21, lot 19 in Brooksville. 

 

     The proposed project consists of stabilizing the landing subbase, which is failing as a result of erosion. The scope of this project would include stabilization of the parking lot by reconstruction of the retaining wall between the Golden Stairs and the existing launch ramp. The project design would also increase the parking area at the landing by six spaces. A portion of the project will be funded by a grant to be awarded by the Maine DOT of $250,000. The estimate for the entire project is $615,000. The Town’s share would be $365,000.

    The Special Town Meeting is scheduled for July 22, 2021 at 7:00 pm to see if the voters approve this project and authorize the Town to raise and appropriate $365,000 for this project. The Selectmen plan to fund this expenditure with a bond payable over 5 to 7 years dependent upon interest rate.

July 22, 2021 Special Town Meeting Warrant

To Gayle Clifford, Resident of the Town of Brooksville in the

County of Hancock and State of Maine

 

Greetings

 

In the name of the State of Maine, you are hereby required to notify and warn the voters of the Town of Brooksville, in said County, qualified by law to vote in Town Affairs, to assemble at the Brooksville Public Service Building at 7:00 PM  on Thursday the twenty-second (22nd) day of July  A.D., 2021, to vote on the following articles:

 

1.      To elect a Moderator by written ballot as provided in 30-A M.R.S.A. 2524(2)

 

2.      Shall the voters of the Town of Brooksville authorize the Selectmen and the Harbor Committee to proceed with a Reconstruction Project at Betsy Cove Landing to stabilize the current subbase which is failing as a result of erosion.

 

             Explanation: The project consists of stabilizing the subbase under the

            landing which has been the result of tidal erosion. The scope of 

            this project would also include dredging, stabilizing and reconstruction

            of the sustaining wall between the area of the existing launch and 

            parking facility. In the way the project is designed it would also increase

            the parking area at the landing. A portion of the project, $250,000.00,

            will be funded by a Grant to be awarded by the Maine DOT,

           Department of Transportation, upon approval.  The estimate of

           the entire project to completion is $615,000.00. The Town’s share

           would be any balance unmet by the Grant.

 

3.      Shall the Town authorize the Board of Selectmen to solicit bids for the above described project at Betsy Cove Landing, located on Map 21, Lot 19, at 738 Coastal Rd, in Brooksville. 

                          

4.       Shall the Town authorize the Board of Selectmen to, after reviewing all bids with the Brooksville Harbor Committee, accept and enter into a contract, with the successful bidder, to complete the specified work.  *The Selectmen will hold the right to approve or reject any or all bids.

 

5.      Shall the Town appropriate $60,000.00, from surplus, to go toward the Betsy Cove Landing re-stabilization project thus reducing the balance to be borrowed.

 

6.      Shall the Town authorize the Board of Selectmen to borrow an amount, not to exceed $365,000.00**, on such terms and conditions as they deem to be in the best interest of the Town and enter into a loan agreement with a financial institution, for the balance due on the Betsy Cove project.     

         **The amount borrowed would be reduced by $60,000.00 if article 5 is approved.

At an estimated maximum interest rate of 2.5%, the estimated costs of this bond issue will be:

Total Debt Service:                                                           $ 397,594.44           

 

3. Validity

The validity of the bonds and of the voters' ratification of the bonds may not be affected by any errors in the above estimates. If the actual amount of the total debt service for the bond issue varies from the estimate, the ratification by the electors is nevertheless conclusive and the validity of the bond issue is not affected by reason of the variance.

Directions to the Walkers Pond Landing 

(Sedgwick Brooksville Town Landing)


From Coastal Road ME175 in Brooksville turn right onto Caterpillar

Hill Road, ME15/ME 175, go 1.4 miles, turn right onto Cooper Farm Road (*just past a scenic turnout, the Cooper Farm Road is the 1st

 road  on right after turnout).  Almost .2 miles on the Cooper Farm

 Road,  on the right, is the Walkers Pond Road.  The Walkers Pond Road

 is a mile long dirt road.  Speed limit on this road is 15 mph.  At the end

 of this road is the Sedgwick Brooksville Town  Landing.
